Pursuant to Title III of the Older Americans Act, as amended 2020, the Home and Community Care Block Grant (HCCBG) through joint administrative oversight by Edgecombe County and Upper Coastal Plain Council of Governments-Area Agency on Aging, hereby notifies all public and private agencies, corporations, or vendors that they are hereby invited to submit proposed services to Older Adults under the aforementioned Act. HCCBG services for the purpose of bids are as follows:

1. Adult Day Care
2. Adult Day Health
3. Congregate Nutrition
4. Home Delivered Meals
5. Transportation
6. In-Home Aide Services and
7. Other HCCBG specific services.

All funds awarded require a 10% provider match.

All bids must be in writing and filed with the Upper Coastal Plain Council of Governments-Area Agency on Aging at 121 N Nash St., PO Box 9, Wilson NC 27894 on or before March 31^st, 2023, at 5:30pm. All bids should be sealed and marked “HCCBG Bid”, Attention: Mrs. Linda Barfield.

Bids will be opened on Thursday, April 6th, at 10:00am in the Edgecombe County Administration Building, 201 Saint Andrews St., Conference room 260. The Upper Coastal Plain COG and the Edgecombe County Department of the County Manager reserves the right to accept or reject any and all bids.

We will take affirmative steps to solicit price quotes from M/WBE vendors and suppliers as required under 2 C.F.R. § 200.321.
